Consolidating fragmented applications across public institutions in the EU
Years of project-by-project delivery leave public bodies running overlapping systems on ageing infrastructure. We set the target architecture and sequence the consolidation without disrupting public services.

Context
Public institutions often accumulate systems commissioned separately by individual departments for closely related work. The result is overlapping applications, duplicated data, several hosting arrangements and no single view of a case from start to finish.
Leadership needs to reduce run cost and procurement exposure, but every system supports a live public service. Disruption is not an option.
Approach
We start with an assessment: an inventory of each application, its users, data and contracts, scored against business criticality and technical condition. That produces a target architecture with fewer core platforms and a migration sequence the institution’s governance board can approve.
Delivery runs in planned release windows. Each window moves one group of services, with parallel running and a rehearsed rollback plan. Our engineers work inside the institution’s own teams, so knowledge stays in-house when we step back.
Outcome
- Annual run cost reduced by 25.5%, with overlapping applications retired in favour of a smaller set of core platforms.
- A migration sequence aligned with governance cycles and contract dates.
- Public services kept available throughout the transition, run by the institution’s own staff afterwards.
